- Local and regional public authority energy specialists
- Urban planners and elected officials (municipal, provincial and regional) especially signatories of the Covenant of Mayors (www.eumayors.eu).
- Other local and regional organizations with a public mission that are working on sustainable energy

TREATISE
The EC-funded TREATISE project ran from January 2005 to June 2007 providing free training in environmental transport for energy, environmental and fleet professionals in Austria, Belgium, Finland, France, Greece, Netherlands, Spain and the UK.

E-TREAM is combining the experience of Energy Agencies in nine European countries to address mobility issues such as the need to reduce energy consumption in transport, and to promote alternative fuels and more sustainable transport modes. One of its features is an e-learning platform.
